Correctional Emergency Response Team (C.E.R.T.)

 

In 2003, the Sheriff of McHenry County, in conjunction with the McHenry County Adult Correctional Facility, has established a Correctional Emergency Response Team (C.E.R.T.), the members of which are highly trained in tactical response for high risk emergency situations within the Correctional facility. It is the mission of the Sheriff of McHenry County to operate a safe and humane Correctional facility. By establishing C.E.R.T., it is anticipated that the operations involving high risk or emergency situations will be conducted in such a manner as to provide the utmost possible security to the public at large, our staff, and the detainees/inmates of the facility.

 

The costs to the facility resulting from poor tactical responses vary in severity, but they must be taken into account. Poor tactical response endangers public safety, providing low public support of the Administration. A poor tactical response may result in the death and/or injury of Officers, non-Correctional staff, or detainees/inmates. There may also be a potential risk of partial or complete loss of the facility due to damage.

 

From a human resource standpoint, poor tactical response can lead to more stress related illnesses, more use of sick time, poor staff morale, and a high staff turnover. As a side effect, increases in poor detainee/inmate discipline and legal liability may occur also.

 

By maintaining an effective C.E.R.T., facility safety and security is enhanced. A ready force of highly trained personnel is on hand to deal with incidents without outside intervention. This fosters an image to the public that the Administration is controlling the Correctional facility. This can lead to public relations opportunities (parades, etc.) as well as the ability to assist other jails and agencies through mutual aid agreements and further fostering a strong relationship with the public that their welfare is being addressed.

 

The benefits of an effective C.E.R.T. also extends to other areas of management and concern. Staff morale is higher, they feel safer, detainee/inmate discipline is more easily maintained, and legal liability is reduced. The maintenance of C.E.R.T. can also provide career opportunities for Correctional Officers as well as fostering opportunities for team building.
